Talbot County is centrally located on Maryland's Eastern Shore with the Chesapeake Bay forming its western boundary. Queen Anne's County is to the north, Caroline County is to the East and Dorchester County and the Choptank River are to the South. Major highways link the county to Baltimore (59 miles), Washington D.C. (70 miles) and Philadelphia (106 miles).
Maryland Titling and Registration and Licensing
As a new resident of Maryland you must register your vehicle within 60 days of moving to Maryland You can apply for a Maryland title, and registration, in person at any of the MVA's full service branch offices. You also can mail the documents to the MVA's Out-of-State Title Unit, 6601 Ritchie Highway, Glen Burnie, MD 21062.
Exchanging an Out-of-State License for a Maryland License
New Maryland residents must obtain a Maryland Driver's License within 60 days. You must pass a vision test present an out of state license, social security card, proof of residency, and birth certificate. For acceptable forms see www.marylandmva.com or go to the MVA at 9148 Centerville Rd., Easton Md. 21601 Hours - Monday-Friday 8:30am to 4:30pm for all services and Saturday 8:30am to noon.
Animal Licensing
License required. The owner or custodian of any dog or cat over four months of age shall obtain a license for the dog or cat as provided in this chapter.
Licenses shall be obtained from the Talbot County Finance Office at the Talbot County Courthouse 11 North Washington St. Easton MD. 410.770.8010. Applications made after December 31 in any license year in compliance with § 15-3D shall be prorated to 1/2 the regular fee, and the license agent commission shall be prorated accordingly. Fees for animal license are $15.00 for non-spayed or $5.00 for spayed animal. A rabies vaccination certificate must accompany request for license.
Boating
Most new boats must be registered through the Maryland Department of Natural Resources (DNR) before they can be sailed. You must register within 30 days of purchase or entry into Maryland water.
- Any boat using primary or supplementary mechanical propulsion.
- Any boat that will remain in Maryland for the major part of the calendar year.
TO REGISTER IN PERSON
You can register a boat in person by visiting your local DNR office.
You must bring a completed boat registration application (DNR Form B-240), original certificate of origin. If the certificate of origin does not include the purchase details and price then a certified and/or notarized bill of sale is required.
For registration of used vessels, you need the above mentioned documents along with the certificate of title assigned to you and an original letter of lien release if the title mentions a recorded lien.

The boat registration application and proof of ownership can also be mailed to any of the local DNR office.
FEES
Boat registration fees include a 5% excise tax based on the purchase price or the estimated fair market value of the vessel. See here for a more detailed breakdown of the registration fees and the exemptions allowed under various conditions.
Landing Permits

Landing permits may be purchased at any of the convenient locations listed below. SPORT FISHING AND CRABBING LICENSES IN MARYLAND
NOTE: Individuals under the age of 16 are not required to obtain a license to sport fish/crab. They can, however, purchase a recreational crab license if they want to catch the bushel of crabs allowed with that license.
Resident Senior Consolidated License (available to MD residents only) allows a Maryland resident who is 65 years of age or older, or will become 65 years of age in the current calendar year, to fish in the fresh waters of Maryland (including trout) and in the Chesapeake Bay and its tributaries from January 1 through December 31. A trout stamp is not required.

Non-Tidal/Freshwater Licenses
ANNUAL NON-TIDAL LICENSE
allows licensee to fish in the fresh waters of Maryland from January 1 through December 31.
Resident $20.50
5-day Non-tidal License allows licensee to fish the fresh waters of Maryland for 5 consecutive fishing days.
Resident $7.50
TROUT STAMP ($5.00)
allows anyone 16 years of age or older to fish in any special catch and return trout management area and to possess trout taken from non-tidal waters of Maryland. (This stamp is not required if you hold a Resident Senior Consolidated License.)
Tidal / Bay Sport Fishing Licenses
ANNUAL LICENSE
allows licensee to fish in the Chesapeake Bay and its tributaries from January 1 through December 31.
Resident $15.00
5-Day Bay Sport License allows licensee to fish in the Chesapeake Bay and its tributaries for 5 consecutive days.
$6.00 for residents and nonresidents
Consolidated Bay Sport Boat License allows everyone on board a vessel used for pleasure to recreationally fish in the Chesapeake Bay and its tributaries in lieu of individual licenses. A special complimentary Chesapeake Bay sport fishing license, which includes recreational crabbing, will be issued to the boat owner purchasing this license.
$50.00 for residents and nonresidents
Crabbing Licenses
Crab season: April 1 to December 15
A recreational crabber may crab without a license 24-hours-a-day, 7-days-a-week from docks, piers, bridges, boats and shorelines using dip nets and any number of handlines. A property owner may set a maximum of 2 crab pots per privately owned pier at their property.
Recreational Crabbing License is required of persons catching crabs for recreational purposes in the waters of the Chesapeake Bay and its tidal tributaries using (a) trotline not to exceed 1,200 feet in length (baited portion), (b) 11 to 30 collapsible traps or rings, or (c) up to 10 eel pots for catching the individual's own bait.
Resident $5.00
Holders of a Bay sport fishing license or a Resident Senior Consolidated fishing license $2.00
Recreational Crabbing Boat License allows everyone on board a vessel to catch crabs for recreational purposes anywhere in the Chesapeake Bay and its tidal tributaries, and is in lieu of individual licenses. The following limits on gear apply to the vessel: (a) trotline not to exceed 1,200 feet in length (baited portion), (b) maximum 30 collapsible traps or rings, or (c) any number of handlines and dip nets.

How to Obtain a Marriage License
The procedure for obtaining a marriage license in Talbot County is as follows:
- At least one of the parties to be married must appear to make application. If neither party is a resident of the county, application may be made by mail - see the Non-Resident Application below for more information.
- The license is valid only in the county in which it was issued. (The ceremony must be performed in the same county in which the license is issued.)
- A license is not effective until 6:00 a.m. on the second calendar day after the license is issued. (Example: License issued October 18th takes effect at 6:00 a.m. on October 20th.)
- The license is issued the same day you apply and is valid for 6 months. (You must be married in Talbot County within 6 months or the license will expire.)
The fee for the marriage license is $35.00. It must be paid in cash only. We do not accept bills larger than $50.00.
Photo identification is required for applicants.
The following information is required for each party:

- Age
- State of Birth (Country if born outside the United States)
- Social Security Number (This information is required by State law and will not be printed on marriage license.)
- Marital Status (Single, Divorced or Widowed)
